@ abtb256 A quarantine aims to prevent a person or animal with an infectious disease from spreading it. The restricted movement and isolation reduces the chances of an infected person or animal spreading the disease through air or contact with bodily fluids.

Quarantine aims at preventing entry of a disease organism or insect pest into an area it does not exist. So usually, people/plants/ animals from diseased areas are not allowed entry to disease free area.
