A scientist is follows a system of steps or procedures to observe, measure, analyse, things to test ideas/hypothesis.
Scientist try new ideas, by designing an experiment (set of procedures), with measurable result. This is what tells the scientist if something works.
Measuring and comparing things is an important part of what a scientist does.
